I was there back in the 1980s and the infrastructures didn't seem great back then. Local people told me that the govt was very corrupt. I doubt if things have improved very much since then unfortunately. The people there were very pleasant to my friends and I so We used to pity them at times. Some wonderfully fit looking lassies there too in fairness.
