Too far up themselves certainly, and one or two of them I wouldn't even send to the shops. But in many cases they've paid enough money for the University to bestow a PhD on them so if they want to refer to themselves as Dr they're entitled to.

I happen to encounter people on a daily basis who refer to themselves, and are frequently referred to by others as "Doctor" and none of them are medical people, though they do have doctorates in various disciplines.
