The Russians have already done this in Poland and Latvia. They pay indiginous criminals to do the dirty work. It will probably have the opposite to the intended result resulting in increased European resistence to Russian War aims. Russia has been on a blackmail and intimidation campaign against the European Democracies since they invaded Ukraine.
Russia are being badly exposed by the Ukraine, they are in no position to start a war with anybody else. The will probably try hybrid attacks where they will always deny responsibility.
