I was going to add transition to green energy to the list but afaik coal production is for internal consumption in mordor
Apparently Kuzbass is still exporting something like 70% of the region's coal production, so someone's getting paid - just not the guys digging it out of the ground.
 
I wonder why you are trying to apply the civilized logic to Mordor :)
In Mordor people are not even the asset, they will work for free, then most likely they will send some of those they owe money to the front = less to pay, and those who got paid eventually will be butchered by some new tax or limitation + the inflation.
At the end they will spam everyone with propaganda, give a few bottles of free vodka and everyone will be happy :)

They’re even worth more dead than alive to their own families, although the days of getting a microwave or air fryer as compensation for a husband killed in the SMO are gone. I think a sack of spuds is the going rate these days😄
