I was going to add transition to green energy to the list but afaik coal production is for internal consumption in mordor

Apparently Kuzbass is still exporting something like 70% of the region's coal production, so someone's getting paid - just not the guys digging it out of the ground.

I wonder why you are trying to apply the civilized logic to Mordor
In Mordor people are not even the asset, they will work for free, then most likely they will send some of those they owe money to the front = less to pay, and those who got paid eventually will be butchered by some new tax or limitation + the inflation.
At the end they will spam everyone with propaganda, give a few bottles of free vodka and everyone will be happy
