Actually no China you are forgetting about them they too were a totalitarian country during WW2. As for Russia during WW2 they lost 25 million people as part of the Soviet Union fighting Nazi tyranny.

From this 25 Million: 8 Million Ukrainians, 2 Million Belarussians... About 8.5 Million were military, the rest were civilians from which almost a half died as a result of Soviets themselves (Stalingrad and Leningrad orders to not leave the cities). Soviets included to "their loses" all people who lived pre-war on later occupied by them lands (like Baltics, Moldova etc.) You should better read the Wiki entries xD
