No, SI600 is the document that outlines exempt development, you can get the PDF on line, govt publication

Class 3 development under Part 1 Schedule if it is considered urban/general, 25m2 max, 3m high max, and located to the rear of the house

Class 9 development under Part 3 Schedule if it is considered rural and 300m2 max but there a re a bunch of other considerations you need to consider.

25m2 is a big tunnel, 300m2 and you can start supplying the local supermarket
