Medical insurance company won't pay out on valium claim.

A long story short but a few friends of mine have been told their doctors that they're depressed.
The friends of mine were traveling in a camper van in New Zealand in October. They left the van locked for a few hours but when they came back it had been broken into will all their belongings stolen. They went into total mental breakdown.
Consistent crying, feelings of loneliness, vunrebility and became agrophobic and quite anti-social.
They called the local doctor who came, briefly looked at their mental condition and complied a report. The report was then sent to the lads’ insurance company in Dublin who they were insured for medical benefits with.
This happened in October and the medical company have been stalling them saying they are waiting on the psychiatrists report. Then they asked the lads to send them receipts of all the valium that had been consumed. Then they told them they are checking details, that the case is being reviewed etc etc..... for about 8 months.
Each time one of the lads called, they were told there would be an update shortly and they would be contacted, which rarely happened.
Their conditioning is worsening in the meanwhile whilst one has been in secure lock-up for his own protection.
Until this week when one of the lads got a letter home from Bupa/Quinn/Vivas/VHI or whoever their insurer is, saying that they would not be paying out. The insurance company say that the psychiatrists report has stated there was no sign of mental anguish endured by any of the claimants and that they were only taking the valium to get stoned and that they were also consuming alchohol and cannabis with them. The Doc either missed or never included that in his report. The lads reckon he was inept and only had a quick glance at the empty tablet strips, empty packs of skins and the cans of beer strewn all over the gaff for two mins in darkness with a flashlight so he may have just missed it.
So basically due to a mistake of the doc or his ineptness, the insurance company are not paying out and the lads are up the swanny to the tune of a couple of grand. They were using their credit cards when under the influence of the valium and can't remember what they spent all the money on.
The lads maintain that a doc came with a flashlight for about two mins inspecting the van and didn’t give it a thorough look over. This seems to have cost them.
The Van was definitely locked and was definitely broken into so thats not the issue.
Another twist. 1 of the lads was in the group that was robbed has his insurance with a different company who paid out on his claim within a few weeks. The strange thing being is that his insurance company paid out before the police report was completed.
Does anybody have any thoughts, advice or suggestions on what would be the best way to proceed with this?
Is there a governing body or regulator that might be able to provide advice in this case?
Personally i am thinking that although the Insurance company were extremely slow and did seem to be stalling, ultimately they are basing their decision on the docs report of prescription drug abuse without consent from a licensed physician.
Should they switch to a different benzo or stick with the valium is what I'm getting at?
