Not if certain palms are being greased on a regular basis. No doubt, the vast majority of his finances/bank and cash flow are not based from the UAE. He could easily live in UAE without ever having a bank account there.

Dubai is hilarious when comes to banking and tracing money, Kinahan's wife Caoimhe spent 2 mill on an unfinished villa last year. It was seized after she bought it because of a dispute between the previous owner and someone else.
She went to court, and was reinstated as the property's owner and got 500,000 in compo ?
Another thing that could ruffle Kinahans feathers in Dubai, is that he was sued by a boxing promoter in the US, he lost and the promoter in trying to get the judgement recognised in Dubai
