Said it over in the junior hurling thread recently, think the main and realistic way forward is an open county championship as the divisions are too varied and lopsided (this came up particularly in reference to Duhallow, who are obviously a bit stuck given the strong football teams have moved beyond this level and the hurling clubs aren’t as plentiful in the division). Stick the top 16/32 or so into a county wide Junior A championship, same with B, etc., then promote/relegate a few each year in those lower levels, let the divisions run off their own championships/leagues or whatever they wish earlier in the season whilst intercounty is on. Far from perfect, and obviously divisions would go against it for the most part, but think it’d be much better for everyone in the long run.
