A border poll result would lead to constitutional change. Constitutional change requires a referendum, full stop.
The government of the day (with a working majority for example) DO NOT have over riding powers.
This is the amendment we voted to include in the constitution by means of the referendum when 94% of us approved the agreement:We had the referendum - on the GFA.
