Racists have weaponised legitimate problems to further their agendas. Yes, immigration does have an impact on all the things you've mentioned, but those issues are down to long standing failure by successive governments to adequately address them and have existed long before immigration was a part of the discourse.

It's not racist to have concerns about how immigration will impact a creaking system. It's probably racist and / or ignorance to blame immigration for all of those issues.

How does immigration dilute Irish culture? I've yet to come across anyone making this claim who's doing anything to promote Irish culture in any meaningful way (FLEGS notwithstanding). If the dilution of Irish culture is something you're concerned about, then it should be incumbent on you to do something to preserve and promote it.

There are so many new people doing great work - I’ve been lucky enough to meet loads of medical professionals (including several females in hijabs & shaylas) who were a pleasure to deal with & so competent

Everyone who wants to come, can’t come - there has to be order & control — if you carry uncontrolled immigration to the nth degree you end up with split levels of citizenship/society
(even more than is already there) not to mention disaffection amongst working class people with the inevitable downward pressure on working conditions for unskilled labour

I like your point in bold - personal responsibility has to be at the core of improvement

It's a good thing that we are doing something, and they're a positive addition too. Let's not forget that we were less than welcoming to refugees during WW2, which is a bit of a stain that we don't like to mention.
