But given how the government will throw money at anyone who'll take them in, it's hardly unreasonable to assume that they've paid a few private landlords to give them a roof?
Given how the government have mismanaged this issue in recent years if they were doing that it would certainly be public knowledge.

Refuse to accept that something you’ve just thrown out there with no proof is a possibility? Yeah it’s a mystery alright.

Landlords are creaming it. They get €600 a month tax free through ARP and they can also claim up to €14,000 tax-free under Rent-a-Room. Tens of thousands of second homes are being used like this. No tenancy aggreement, no licence agreement, cash in the the bank.
