A July bank holiday would be a good idea imo because you'd have May, June, July and August then to take advantage of supposedly decent weather.
The February holiday is a bit of a waste as there's not much going on at that time of the year and a lot of people are still broke after Christmas.

Most pointless bank holiday ever.

I doubt July will happen either as when this came up before I remember some opposition to it as it would affect teachers and they’d either need a day off some other time or to get paid and this was a huge political problem.
