I’ve seen three people on them a few times. If you’re over 18 can you also bring a small child with you?

Afaik the scooter regulations include

Scooterists must be over 18, wearing a helmet, and high-viz clothing.
They are NOT permitted to carry any passenger, operate on footpaths, or travel faster than 20kph.

And the great news is that there are plans to introduce a registration plate for each scooter on our roads. Some of the tour-de-France-wannabes here will be raging about that one
