I think anyone who is even vaguely familiar with the sorry history of the Troubles knows rightly that Jackson was an agent working with the connivance of RUC special branch, who in turn were seriously compromised by MI5.

As for crucial evidence being left lying around for british run enquiries 50 years on - things like files being burnt in locked offices within RUC stations tells you it's very unlikely

As predicted, with many of the main players now dead, and many files destroyed by the RUC/PSNI in the intervening decades, it's disappointing but not overly surprising that "No evidence of Collusion was found". Absence of evidence is of course not evidence of absence.

Anyone with even a passing interest or knowledge of what went on with the Glenane Gang, and how they were protected by higher ups in the RUC and MI5, knows there was collusion. There had to be to let the likes of Jackson out and about to kill many more, having been previously identified and his fingerprints found in very suspicious circumstances.
When serving members of a regiment of the British Army were blown up by their own bomb that they tried to plant on the Miami Showband there should have been proper british police investigating it, not local already implicated paramilitary RUC.

And the presence of Nairac (oh yes he was identified by the two survivors as having been there despite british "evidence" that he was elsewhere on holidays), a serving officer in the British armed forces, at the Miami Showband massacre shows there was complicity - even if he was a bit of a loose cannon which eventually cost him his life
