I'm doubting myself too now. Looking at some Council docs they are using the phrase pedestrianised and then mention bikes as well. Will suss it out myself.
Given the footfall and retail persona of the street I think it would be mad to have it mixed if that is in fact the case.

It definitely allows bicyclists too. I'd be very surprised if it didn't.
