The "city centre" is dead. Nobody gives a shit about it, especially the cops. Junkies, alkies, homeless people and their ancillary volunteers handing out "sanitary packs" and soup. Bricks and mortar shops with doorways full of sleeping bags and piss riddled duvets.
The odd mobile phone shop, enabling people to shop online, pubs, rip off hotels, a few convenience stores and that's it.

Shop online, and go to a shopping centre for your weekly groceries.

Let the cyclists, civil servants, academics, and assorted lawyers, defendants, plaintiffs, judges and jurors have the city centre along with the hairdressers, butchers, bookies and bar staff.
 
It might be best to just allow cyclists have the city centre. It’s just mainly coffee shops and restaurants now anyway.
No point in spending billions “improving” transport infrastructure just because some public sector workers went to a conference in Barcelona. The city centre has already been surrendered to zombies and soup kitchens anyway.
Still triggered by people feeding the homeless and hungry, you are some fuckwit all the same.

We should knock down some buildings and build some free car parks.... that would solve the issue. Maybe you can drive a few old wans around the place too, will give you something to do.
