So your issue then is that cyclists dont have a number plate attached to their chest....Absolutely there are c*ntish Irish (and many non-Irish) drivers on the Irish road. But unlike cyclists they're uniquely identifiable and the law can catch up on them either when they've been caught by the gardai or when they've been reported to the gardai.
Try report a cyclist in a black jacket having broken the traffic lights and cycling at speed the wrong way up a one way street to the gardai. They wouldn't know where to start to even speak to him. If however one reports car 131 C 1234 (sorry jimmy) performing such a dangerous manoeuvre to the gardai and they know instantly who they have to speak with.

Where would you put them so they would be legible.
Read my question againCould be colour coded with say letters rather than numbers attached to the main frame. It would help recover stolen bikes but would also help identify miscreant cyclilsts
With just 4 letters, you could have 450,000 unique registrations. Add a colour code of say 6 different colours and you've got nearly 3 Million uniquely identifiable bicycles. Could be black letters on a White, Yellow, or light blue background, white letters on a Red, Green, Orange background etc.
Or you could even use QR codes - with advancing camera technology dash-cams and street cams operated by the Gardai it could help clean up a lot of the deplorable cycling, the way having cars easily identifiable improves driver behaviour.
It would then be obligatory for any cyclist cycling on a public road to have such a unique identifier, much like a car with a number plate. If the drivers and cyclists behave themselves on the road they've nothing to fear.
