That whole area around GPO/Winthrop St is littered with issues. OP St has really become a sad state of affairs, while Mccurtain St has really taken off.

One'd be a fool, after a few pints, to walk from Berwick Fountain (pronounced 'Ber-i-ck' - the 'w' is silent) to Parnell Place.

No it hasn't, late at night on weekends you'd need your wits about you like almost any City of Corks size but the fear mongering that goes on in here is completely out of kilter with reality, Of course there is trouble at times but if you keep your eyes & ears open and your mouth shut it's very unlikely you'll have a problem.
I agree with you. I know I said the atmosphere was bad but it wouldn't stop me walking around.
Corkbeo comments are obsessed with guards on the beat and yes, we do need more guards but I genuinely do see guards protrolling.
