I think it arises from an incident in the 1700s when the good people of Hartlepool hanged a monkey because they believed him to be a French man on a spying mission.

To be fair, the monkey (a mascot and only survivor of a shipwrecked French boat) was in a French military uniform, clearly couldn't speak english, and none of the natives had ever clapped eyes on either a Frenchman or a monkey so jumped to the conclusion the monkey was a Frenchman. So, as they were at war with France at the time, they hanged him.
