We're lagging as usualAFAIK the Yanks have a grading system that indicates the state of play in a food establishment.
It's not the HSA, it's the FSAI that do it here.

Closure order for Hole in Wall pub with holes in walls
Popular Dublin pub The Hole in the Wall is among seven premises that were issued with closure orders by the Food Safety Authority of Ireland last month.www.rte.ie
To be fair, I saw a family, with a buggy, eating food off the top of the bin inside the English Market last Saturday.
The cost of living is real. Don't mind the moguls, it's affecting people definitelyI was on the door christmas, new years, Easter and st Patrick’s day on S Main st
Opposite Tesco,
Which has bins outside where they throw leftovers or I presume best before stuff that’s out of date,
Saw several elderly men
All Irish
And a few younger street ppl non Irish who rooted around them for food,
This is appalling
Last time I saw anything like this was back in London wayyyyyyy back,
Never ever thought this could happen in Cork,
And from looking at most they were not drinks or addicts
The people I saw were customers who’d obviously bought food in the market, had nowhere to eat it so must have decided to use the bin as a table.I was on the door christmas, new years, Easter and st Patrick’s day on S Main st
