There’s a geography issue here for the GAA, which prides itself as a 32 County Association. There are large stadia in Dublin, Cork, Limerick and Galway but not Belfast. The 6 counties is poorly served in general for GAA stadia.
Then the GAA can build one.

Well the Shared Island Unit do fund projects like this, rightly in my opinion. I agree the shortfall should not be funded by the Irish Government, let Stortmont step up and yes the GAA should also.

Do the GAA have a stadium strategy or is the plan to build 32 35K stadiums aroud the country?
Definitely should have a decent stadium in a city the size of Belfast but there is no Ulster hurling Championship and Antrim are a division 4 football team with a very small following. They won't fill it for a home game for the foreseeable. I'd say it would be less accessible than Clones for most of the strong footballing sides in Ulster bar Down. Has the look of a white elephant about it.

With all the years of demand it is amazing the GAA didn't try a Dublin style investment to try have a team or level of interest to justify the stadium.

It is possible they are holding for the extra funding to ensure the Stadium is compatible with other money making ventures like concerts. The Pairc seems to fall between 2 stools there, too big for a small venue and not big enough for the top artists. As a result we can't seem to attract those badly needed concerts to pay the bills.

If its shared Island money let it not be a massive transfer of Capital from public to private hands.

Let it be a multi sport facility rather than one which the GAA will ultimately benefit from

That’s never been how we fund sports capital projects in this country though.
 
Yes but that doesn't mean we need to continue to transfer public money to private interests because the GAA want to build a stadium in Belfast
In any case, GAA stadia are now available for use by all sports. The pitch is big enough for both rugby and soccer. The GAA hasn’t turned down a request to use its grounds for such a purpose in years.
