Laws like that are very difficult to enforce, define and interpret.

When is a flag the flag? If it on a hat is it the flag?

People have ways too much time on their hands and need to complain about everything.
Put up a Palestinian, Ukraine, lgbt flag etc and you are showing support but fly your own flag and you are a racist.
