They're not. The dutch have a term for them called "wielrenner". Basically you don't wear the lycra or use a race bike unless you are cycling competitively or racing. This is at odds with another chap we know. Spent 4 days in Amsterdam last week and didn't see a single lycra clad knobhead.

lycra isnt really nesecary for short distances but for 80 and 90 km its to be strongly recomended..

i always wera lycra while cyclying, covered by shy shorts.. as you might imagine lycra is indeed wonderful for cycling.( mabe im an asshole in disguse)

It might be best to just allow cyclists have the city centre. It’s just mainly coffee shops and restaurants now anyway.
No point in spending billions “improving” transport infrastructure just because some public sector workers went to a conference in Barcelona. The city centre has already been surrendered to zombies and soup kitchens anyway.
