Publishers of material (including teams of "best" players) are generally commercial enterprises who are in the business of selling advertising with their publications and/or in some cases selling access to their publications. Based on the perceived level of interest in Cork football, picking a Cork player might in some (not all) cases attract less commercial revenue that picking a player from some other counties. Arguably the only one you could take from the forwards is Hughes. The rest would be there on merit imo.
