Nope they didnt expect it to fail. I think it was a case of keeping the government honest (a bit of an oxymoron). They were saying it was undemocratic and the government were doing this on a regular basis so the opportunity arose to try and halt their gallop.

Have sf identified state land? How long would a cpo take? how much would it cost?

Of course not.

That would take years and cost hundreds of millions (Here comes the taxpayers chequebook) and delay the whole badly needed facility further.

They want a public hospital on public land paid with public funds.

Swap in the word "houses" for "hospital" and you get the picture.

Anything to protest and obstruct for the sake of it.

Everything has to be perfect and good enough will just not do.
