He did nominate Garland but the nomination expired because of McConnell and the other 11 Republicans, nothing he could have done. Also tbf to Biden, not adding more justices has always been his mantra, he has often claimed to be against packing the Court over the years and well before his election. He is right, you cant just add them when you lose majority.
