While they can't initiate legislation they do have the decision making and amending power jointly with the Council. The Commission initiates legislation, but when you think about it a huge amount of legislation in Ireland is initiated by civil servants in the various departments.

It makes sense that the Commission (a pan-EU body) initiates legislation. If it was up to individual MEPs selfish national interests would dominate.
