You could set up an account with this service provider
You could set up your mobile to connect to a [known] wireless access point e.g. home
When your phone is in range of a known access point you can make calls using your mobile over TCP/IP
Apparently mobile calls are under 2p per minute
I have NO idea of any privacy, confidentiality or quality of service related issues with this provider, but I am going to check that out before using it
I think for the rates this is an interesting prospect
