Possibly but it has probably gained millions more. At least they have gotten off the fence.

If they are democratically elected on such a manifesto then it is indeed democratic.

Indeed , if they get elected with that as no 1 on their manifesto and it it is endorsed by the electorate it is indeed democratic.
