Government should ground flights. That would solve the problem of “the flight is going, you’re not getting a refund.”

Big business Airlines wouldn't allow the government to do that.

FFS the government didn't even stop the flights from northern Italy, epicentre of Covid19 in Europe at the time, despite cancelling the rugby match. So there were thousands of people came to our shores who could have been infected, and it's likely that dozens of them were.

How many infections came from the flights? You do know there were Irish people on those flights coming home as well.

The ITAA have called on the government to cancel all flights and to refund
all costs to consumers, Anybody who booked a holiday since xmas knew the risk involved,

Refunding people who can afford a holiday should not be a priority.
