Any prepay service is a premium service. Getting emergency credit via premium sevices has premium paybacks as well.

Just pay your fucking bill each month like the rest of us. You will save money. Pay weekly if you are a bum.

In the short let rental scene to say students, transient workers or prostitutes....none of these folks want to set up an esb account so prepay electricity suits their neeeds.

Not all renters are looking for a long term place.
