De Valera started a trade war isolationism tactic with our only and biggest export country (Britain) we had decades of poverty and mass emigration that was only halted under Sean Lemass when the industrial strategy finally modernized from an inward looking agrarian society to an industrial outward looking exporting country. If you do not have people you cannot have good public services like public transport. All the magnificent dry docks and pump stations were deliberately filled in on Haulbowline. The Fianna Fáil government that came to power in June 1951 was the worst Govt.this state has ever seen (and that is saying something) as his backward theocracy reigned supreme. Huge decline is his legacy. Cork & Cobh went into serious decline post 1938.

Was all the infrastructure re-built after the Civil War?

The centre of Cork was burnt down and years of economic commercial hardship ensued.

Did Ireland somehow avoid the effects of the great depression 1929 & 1930 while having an economic war with our neighbour?

You cannot have good public transport when there is economic hardship and mass emigration and population decline which is why they are talking about tram systems again to replace the buses in part.

The economic war was settled in 1938 - part of the settlement was the return of the 3 ports. This saved the dropping of many bombs in the Cork Harbour area and Castletownbere and Lough Swilly areas.

A fairly welcome outcome, if you happened to live in those areas, at the time.

But I agree with Stacky - Dev was no Varadkar.
