No, for various historical, cultural, financial reason etc were neither willing or able to change that until relatively recently.

The penal laws had the reverse effect to that intended and actually strengthed the faith amongst the common people. The Brits when they eventually realised this decided if they gave power to the church it might then help them to maintain compliance and the status quo.
It was during this period that the church established its control of education and healthcare in this country.

This was to continue after independence as the new state neither had the desire or the funds to run either institutions.
