That is a non Irish national, not a non-national. A non national is someone who is stateless. Those people exist, but they are very rare.

I'm sure you're right but non-national is the term in common use and parlance.

Similarly Canada is in America, but if one refers to America one is usually referring to the US and not to Canada, or Mexico or anywhere else.
