I had a conversation with a friend of mine recently who plays munster senior league soccer. He and his team mates bet. He says it doesn't affect the way they play on the pitch. I told him that this kind of scenario could arise. He told me they checked up and as amateur sportsmen (which this sailing guy is) there are very little regulations concerning their off field activities.

The fact is that this carry on is unacceptable regardless of circumstance, and it's not even necessarily all about defrauding other punters or bookmakers (though from a legal point of view it may be all about that).

There's no question of him actually fixing the final result, he certainly didn't, just placed a good value bet on the Brits but the problem is that betting on your own event can't be allowed.
You can't have different sets of rules because there can be grey areas as to where good value betting ends and match fixing begins, just a blanket ban.
I'd agree that the sanctions should be light enough but there should definitely be sanctions to warn him off doing it again.
