I'd say its more the shops fault for putting people up front that can barely speak English.

There are still jobs difficult to fill, ask Tesco who have been recruiting in Poland for the last 7 years.
And yes, it's because people don't want them or they are leaving school so poorly educated someone who can't speak English is a better investment, what's scary is an MP who doesn't know that
