I can recommend Radio City Apartments, especially if travelling with family. It is a hotel but in the style of an apartment (be careful, DO NOT rent anything advertised as someones apartment, it is a scam). Not easy to find anything too cheap that is not a hell hole in NY but Radio City is great value for money, it is next to 4 subway stations and 5 minute walk from Times Square and Central Park, right next to 5th avenue shopping. Re location, don't worry too much about being next to somewhere too central, lots of places are not more than 5-10 minutes from the heart of the city by subway.
Agreed, it doesn't matter if you're uptown or midtown. I've stayed in Hotel Pennsylvania before, price was ok but its a bit grim. It was clean but just looked really dated. It is directly across from Madison Square Garden.

Good location and price but a bit run down. Stayed in Holiday Inn on 57 street too. Lovely hotel, swimming pool on the roof and price was good value.

Posted this here myself before, very dated but clean, good to throw the head down and that's it.
Stayed in The Westin with work and it was outstanding, not sure of the prices, i heard it's where alot of NBA, NHL teams stay so probably on the pricier end.
