Is it common for employers not to even bother acknowledging receipt of an application form or even to tell you that the interview you did was unsuccessfull ? Have either of these happened to anyone else ?

Happens to me all the time. Recently applied for a job in fermoy for a new shop that was opening only to walk past the place a couple of weeks later with the shop fully staffed. I think it is just fucking rude to not answer somebodys application. Even a "sorry you were unsuccessful" letter would be nice.
Out of all the jobs i applied for this year only ONE of them wrote back acknowledging my application.

Yes.
If you really are interested in a job, don't sit back waiting for them to contact you. If you hadn't heard anything in about a week, call them up and ask them "Has there been any progress?" or "Are you any closer to making a hiring decision?"
If they say no, you're better off knowing rather than having false expectations.

Or maybe its the directors of companies who have shortstaffed their hr section so that they simply can't respond to people.

doubtful i'd say its the HR staff thinking they have important jobs when all they do really is ennoy employees with stupid questionaires with buzz words thrown in left right and centre. fecking glorified recruitment "consultants" phiff consultants me hole.
