The Government is scrapping tax relief on bin charges from next year.
The measures are contained in the Finance Bill which Finance Minister Brian Lenihan has published this afternoon.
The bill also sees the introduction of VAT on some public services from July.
It also aims to close tax avoidance loopholes as well as imposing the Budget tax decisions.
The minister has introduced a new package of measures to make Ireland more attractive to highly skilled foreign workers.
The bill also gives effect to measures announced in the Budget including the introduction of a 200 thousand levy on the super rich.
The relief on bin charges is claimed a year behind so this year's charges will be paid out next year.
Another new measure will see local authorities and Government bodies forced to charge VAT from this July on services such as waste collection, recycling, toll charges and parking.
Water charges, public transport and health have not been hit.
A raft of tax avoidance measures - including 26 cases where losses of €400m were artificially generated to avoid capital gains tax are being introduced.
Revenue will be given new powers to gather information and to seize false documents - a power they haven't had up to now.
Measures to make Ireland attractive for Islamic investment and compliant with Shari'a Law are also included.
