ELVs recommended to be passed into law:

Law 6 - Assistant referees allowed
Law 19 - Kicking directly into touch from ball played back into 22 equals no gain in ground
Law 19 - Quick throw permitted in any direction except forward
Law 19 - Positioning of player in opposition to the player throwing-in to be two metres away from line-out and the line of touch
Law 19 - Pre-gripping of line-out jumpers allowed
Law 19 - Lifting in the line-out allowed
Law 19 - Positioning of receiver must be two metres away from line-out
Law 20 - Five-metre offside line at the scrum
Law 20 - Scrum-half offside line at the scrum
Law 22 - Corner posts no longer touch in goal

ELVs not recommended:

Law 17 - Maul, head and shoulders not to be lower than hips
Law 17 - Maul, pulling down the maul
Law 19 - Freedom for each team to determine line-out numbers

Mr O'Neill won't be too happy, his most sought after ELV's have been rejected. Although I am not too happy about the passing back into the 22 ELV

Started a thread about this already Liam, a fairly decent result in fairness. the passback isn't THAT much of a pain in fairness.

Whats the story with the going off the feet at ruck time, is that going to be enforced as strictly next year?

that isn't an ELV, it's a directive after the munster v toulouse game, so is here to stay i fear

Yeah, I know tis not an ELV, jsut thought tehy might review it seeing as they were talking about the laws etc.

Either way, delighted abuot the pulling down mauls rule gone anyway.

It is and it isnt, its the one thats needed to stop kicking ping pong, which has been probably the shittest feature of the sport this year.

But its a double edged sword, the ping pong is only there because its the lowest risk strategy in lieu of that ELV, teams could be more ambitious and put the broken play to better use - but then theres the inherent risk of getting isolated and conceding a penalty.

There is a way not to succumb to the ping pong, but conservative coaches (of which kidney is one) are unlikely to subscribe too much to it when there are safer, if less crowd pleasing, alternatives.

Its an unfortunate one, but the best way to improve the game is to abolish that ELV and remove the chance for conservative coaches to play that strategy, long kicks to touch being returned off of crap speculative kicks upfield is the lesser of two evils IMO. The team delivering a bad infield kick is punished with a lineout back up the pitch, fair enough I say.

The following ELVs are to be adopted into law:

Law 6 - Assistant Referees able to assist Referees in any way the Referee requires.

Law 19 - If a team puts the ball back in their own 22 and the ball is subsequently kicked directly into touch there is no gain in ground.

Law 19 - A quick throw may be thrown in straight or towards the throwing team's goal line.

Law 19 - The receiver at the line-out must be two metres back away from the line-out.

Law 19 - The player who is in opposition to the player throwing in the ball must stand in the area between the five metre line and touch line and must be two metres from the line of touch and at least two metres from the line-out.

Law 19 - Line-out players may pre-grip a jumper before the ball is thrown in.

Law 19 - The lifting of line-out jumpers is permitted.

Law 20 - Introduction of an offside line five metres behind the hindmost feet of the scrum.

Law 20 - Scrum-half offside line at the scrum.

Law 20 - The corner posts are no longer considered to be touch in goal except when the ball is grounded against the post.

Union-specific ELVs approved by council:

Unions may implement rolling substitutions at defined levels of the game.

A Union having jurisdiction over a game may implement a half-time interval of not more than 15 minutes, but not at international level.

A Union may implement the U19 Scrum Law Variation at a defined level of the game under its jurisdiction.
