Have another look at him, I think he's the head off "Shreck".
He doesn't have the charm effect ( then again none of them do ) but sources within do say he's honest it will all depend on how well he handles the economy through to 2010, when things are suppose to take an upwards turn.

He looks out of his depth.
He made the Lisbon an early priority and failed miserably.
His cabinet appointments didn't inspire (Mary Coughlan as Tanaiste????).
Looks clueless on the economy.
Bad and all as he and his colleagues are the real scandal is the weak and ineffectual opposition. They still can't land a punch. If there was an election next week would there be any change?
I'll still give him the benefit of the doubt for now. Both the serious problems he has are hangovers from the Ahern administration although he obviously has responsibility there, especially on the economy.
But he looks flustered and underconfident and isn't going to have the chance to grow into the job. He needs to hit the ground running. Any sign of weakness and the Dublin politicos, who hate anyone from outside Dublin as Taoiseach, will be ready to pounce.
