SYDNEY, May 30 (Reuters) - FIFA president Sepp Blatter was on a collision course with European lawmakers on Friday when the congress of world soccer's governing body voted overwhelmingly in favour of him pursuing his "6+5 rule".
The Sydney congress voted 155-5 in favour of the objectives of the rule which would limit the number of foreign players who can start a match to five from 2012. There were 40 abstentions.
The congress passed the resolution, asking Blatter together with European counterpart Michel Platini to "continue to explore for Europe... all possible means within the limits of the law to ensure that these crucial sporting objectives be achieved".
The European Union says the "6+5" rule would contravene its free movement of workers rules.
"Where there is a will, there is a way. And we will try with consultation and consultation and not confrontation," Blatter told the congress.
Michel Platini, president of European soccer body UEFA, told the congress that he fully supported the philosophy of Blatter's rule and agreed with its principles.
THORNY ISSUE
"It is a thorny issue. Europe is not (in) a comfortable position but we will do all we can to help the FIFA president reach this objective," he told the 200 assembled members.
"(The rule) is considered illegal by the European Union. Within the football family we don't all agree. Some of the leagues were against, some in favour, clubs generally against.
"(If the rule as it stands were implemented) then we as UEFA would find ourselves in a difficult place and could find ourselves in court.
"I fully share the philosophy and objectives of the rule. We are in full agreement when it comes to the general idea."
Germany's Franz Beckenbauer, chairman of FIFA's Football Committee, fully backed the quota proposals.
"England -- perhaps it is unfair but that's the way it is -- is the best known example (of foreign players dominating teams)," he told congress.
"Three English teams in the semi-finals (of the Champions League), Manchester United and Chelsea in the final, an extraordinary match.
"But then after the match everyone regretted a single fact. That England will not be represented at the Euro.
"There is a reason for that," he said, alluding to the glut of foreign players at English clubs.
REASONABLE PEOPLE
"This is the case in other countries too. We have clubs in Germany where there are no German players on the field. That is not in the interest of football and its future.
"In our committee we have discussed this issue. It did not take much time. We want to support the FIFA president and the UEFA president because we need to find a solution with the European Union.
"I have always thought that when reasonable people sit around the table, a reasonable solution can be found and that is what I hope will happen here."
Blatter stressed that it was not his intention to confront lawmakers.
"When trying to introduce such a solution, naturally we shall not forget we are living in a world where we have to face national and international or regional law and it is not our intention just to go into confrontation with our governmental authorities.
"To go forward, we would say that it is the result that six players eligible to play for the national team of the country should be on the field of play at the beginning. It means that with the substitutions you could have 3+8 at the end.
"We need some consultation with the government authorities, especially in Europe, but we would propose to start a "4+7" in 2010, "5+6" in 2011 and we would be ready to apply "6+5" in 2012."

not sure if i'm for it or not. but one thing that doesn't happen much these days is players coming through from lower divisions ala ian rush, lee sharpe and ian wright.these players must still be around, who with a bit of coaching could make it in the big time. however there's tooo much pressure in the modern game, and too much money. a manager therefore will almost always take the option of the proven foreign player rather than a raw first/second division player he can mould.


wenger to his credit doesn't do this, but even most of his recruits are foreign.


(nothing against foreign players before some jack ass says i'm racist, just making a point)

Even allowing for the racist post, I would say this, the days of a manager actually developing a team are gone, this is a fact, people bang on about Ginsoak's fledglings but stuff like this should be the norm, Clough and Paisley could spot a player in the lower league and develop him into a European champion. I want to see a return to the days when a Forest, Derby or Ipswich would be able to compete with the big 3 if they are well run and managed.

The game can go two ways, either create the european super league and be done with it or go to 6+5. What we have now is just boring

Surprised your going for this lamps ...as it is Man United would be least affected given they have and for the most part had a decent british presence in the team .....Arsenal as they are now would be relegated and chelsea might make the carling cup final

true. and fair play to fergie for planning for this, as everybody knew it was coming. another reason why he's a better manager than wenger. long term strategist is fergie.

Fifa endorsing it and it being legal are very different things.

Manyoo's English players will be gone, over the hill or in young wazza's case 15 stone by 2012.

Even though ...neville , scholes , giggs would be gone .......Ferdinand , hargreaves , brown , rooney , foster ...would not

Anyway I have a feeling that the european union will RIGHTLY put a stop to this in terms of europeans ...however for africans and south americans it could be the end of the gravy train

I saw one great pithy post on this matter regarding young Frazier Campbell at Hull.

Has been on fantastic form since he joined Hull and integral to their promotion to the Premiership.

Now that they've hit the big time, Hull want to buy Campbell outright from the club that has coached him since he was a kid.

Manchester United.

So one lad goes "Fine. They can have him for the £10m they'd be looking off us for such a promising teenager with one year's football under his belt".

The fees that smaller clubs expect for every moderately talented kid they have doesn't help the "moulding of new superstars" either.

I suppose, with this stance of yours, you'll be changing over to endorsing Fergie (who's actually done something for British and Irish football in player production) and Wenger who's done sweet fuck all?

I wouldnt think so..

Alot of the players coming through at arsenal are english..there is a fairly good english presence through out the different age groups at arsenal..

What this bullshit rule will succeed in doing is creating a "big 2" instead of a "big 4"..all that will happen is chelsea and utd will both out bid every other team on the over rated english men availible..u thought it was bad with SWP going for 24mill..it would only get worse..and the gap would widen..

Also if english players are going to get into the top teams because of where they were born instead of merit..i dont understand the benefits..
