Is RTE to blame for the poor results in the Olympics, European competitions and World competitions? Most other countries send athletes who are house hold names, and as a result have no problem getting sponsorship and have trained in top class facilities in order to get there.

By RTE not focusing on Irish talent and the fact that nearly every field/sport is under-resourced, with no sporting academy to speak of in the country, no attention can be drawn to this. It never reaches the lime light, thus it will never attract investment or sponsorship.

Are RTE (in part at the very least) to blame for this?

There are only 4.2 million people in the Republic. That will always limit how much money they can raise, how much money sponsorship of them can ever be worth.

I hear ya, but dont full understand your point? Are you saying they shouldn't bother?

For the record, if X > Y and you can get X if you can get sponsorship as a result of RTE promoting Irish athletes/sports people/lack of facilities, then its better than having Y.

No, just that it's not RTE's fault, and there is very little they could do to help. Blaming RTE is scapegoating. They are a broadcaster, not a raise-money-for-sorts charity.
