There was soccer pre-93.
It's all in the question. How do you treat a great player like Ballack who is winding down his career in the Premiership and not showing the skill he once had? Should he be in line for best German? McGrath's best days were behind him by the time the Premiership started.
For a few other nationalities. American Brad Friedel. Icelandic Eidur Gudjonsson.
Finland gives you the McGrath problem. Litmanen is the greatest Finn to have played in the Premiership, but Jaskelainen or Niemi had more impact in their careers in the Premiership.

Dutch: Denis Magic Bergkamp.
Italian: Zola
Spanish: new type of immigration to the PL so this has to be Fabregas.
Sweden: Ljungberg as Laarson came to Utd too late.
French: Has to be Henry, Cantona and Ginola would just be trailing behind him. Could have been Anelka.

Makalele could have a say in the French thing.
For me here it goes
Irish - It's between Keane & McGrath. McGrath is the best Irish player ever IMO but struggled I felt with Villa in the 93/94 season & 94/95. when Villa had 3 at the back he was awesome.
English - Shearer
French - Vieira
Spanish - Fabregas
Dutch - Bergkamp
Italian - Zola
German - Klinsmann (Hamann deserves a shout too)
Danish - Schmeichel
Scottish - McAllister
Welsh - Giggs
Swedish - Ljungberg
Norweigen - Solskjaer
Brazilian - Juninho
Australian - Viduka for goals. Bosnich for sheer talent wasted.
American - McBride or John Harkes
Argentinian - Heinze?? (Cant think of many besides Veron)

Israel: I think Berkovic and Ben Haim have probably done more in the Premiership at this stage than Rosenthal. Ronny's best days were with Liverpool predominantly in the old First Division.
Colombia: Asprilla had 48 appearences and 9 goals for Newcastle. Angel had 44 in 175 at Aston Villa. No doubt that Asprilla was a better player but is it debatable that he did more in the Premiership than JPA? I'd have to say Angel takes it.
It kinda goes back to the Deschamps and Hierro debate to be honest. Great players no doubt but their impact on the Premiership is debatable.

The Main Countries supplying Premier League players off the top of my head:
(and my picks without thinking too much about it. My criteria are achievments/impact on the PL)
Ireland: Keane (McGrath wasn't in the PL long enough for my money and no I'm not a huge Keane fan. Dinny wouldbe his biggest competition actually).
England: Shearer with maybe a throw out for Adams and Scholes.
Scotland: God they've been gash during the Premier League era...... no one stands out for me (probably a huge oversight). Anyone?
Wales: Giggs at a canter IMO..... Sparky didn't have the longevity in the EPL that Giggs has.
France: Henry beats out Cantona and Vieria for me. Gallas has been doing it for a while too and Pires had a great spell at Arsenal
Holland:Bergkamp I suppose...... Ruud as well but he only played half as many games. The decider being that when Ruud left United fans weren't gutted, when Bergkamp was finishing up in his mid 30's the Arsenal fans were all demanding one more year! Overmars was lethal as well but there for long enough? Doubt it.
Spain: Fabregas has it over Alonso for me but this one could all change over the next few years with more and more coming over and the fact that Cesc is developing so quickly he might be in for a mega-transfer to his homeland in another year or two.
Portugal: C. Ronaldo...... no real competition in this is there?
Germany: Hamann or Klinsmann I suppose. Klinsmann certainly had the greater impact but only played in just over 1/4 as many games. Probably has to go to Dietmar so or are there any other nominations?
Italy: Zola, no competition.
Sweden: Ljungberg
Norway: Solskjaer I suppose..... Riise for a solid second place
Finland: Hyppia I'd say. Not the player that Litmanen was but a greater impact.
Poland: Dudek???? Doesn't say a lot for Poland so...... surely there was another couple who were eligible!
Czech Republic: Cech has done enough at this stage to pass the likes of Berger and Smicer.
Romania: Dan Petrescu....... is there anyone else to compete really?
Croatia:(I just know I'm going to miss someone here so i won't venture a guess)
USA: Big Brad with Reyna and McBride following him. Clint Dempsey could beat all of these in another couple of years. Thing he's a very good player with a great attitude.
Nigeria: Jay Jay Okacha I presume (perhaps Kanu??)
Cameroon: Lauren. Am I missing others?
South Africa: Lucas Radebe still through longevity with McCarthy definitely taking the title if he stays around for a few more years.
Australia: Mark Viduka
South Korea: Park
Argentina: Heinze I guess........ Crespo could have been alright but he obviously doesn't like it in London.
Brazil: Juninho...... was one of the leagues top players for a few years which puts him ahead of the consistent Gilberto.
Colombia: I think Juan Pablo beats out Tino because he was there so much longer and surpriingly had a better goal ratio too.
Probably missed loads there.............fe el free to call me on any you spot.
