Or just a tad senile? Hmmm..... On USA '94:

On the eve of the World Cup Fifa changed the rules so that the goalkeeper could no longer pick up the ball, and that knackered us up completely.

This being a rule which dated back to August 1992, as I'm sure you'll all recall.
